Role and Responsibilities
Summary
The selected candidate will serve as the Alternate Contractor Program Security Officer (ACPSO) supporting the Contractor Program Security Officer (CPSO) in Binghamton, NY. As the ACPSO, this individual will ensure daily security compliance tasks are conducted IAW USG instructions and policy. The candidate will work closely with the Customer, Security Management, and assigned Program staff, ensuring all aspects of Special Program security needs are met.

- Ensure security policies and procedures comply with Government standards
- Provide security guidance regarding program operations
- Ensure compliance with applicable government and company regulations
- Develop, obtain approval for, and implement security policies and procedures specific to the Program
- Provide solutions to Program Security challenges
- Administer security indoctrinations and debriefings
- Conduct security reviews / self-inspections
- Manage the administrative work: personnel processing, visitor control , conducting program related investigations, and resolving other related Program Security issues
- Assist with providing classification guidance to employees, develop and provide security education and awareness training, conduct security briefings and program indoctrinations/debriefings, and investigate security incidents
- Support other security disciplines to include: personnel security, physical security, cybersecurity, communication security (COMSEC), document control, and visitor control. Candidate must be able to respond to after-hours alarms.
- Perform initial access eligibility determinations and generate PARs
- Assist with internal self-inspections, and assisting with Staff Assistance Visits and Customer Security Compliance Inspections and Assessments
- Maintain classified material accountability records to include inventory lists, receipt and transmittal records and final disposition documentation
- Possess working knowledge in the preparation and maintenance of prime and subcontract DD 254s
- Ensure all classified materials are marked and controlled in accordance with contractual requirements
- Review operational requirements and system specification documents to ensure applicable security requirements are addressed and incorporated into security processes
- Respond to walk-in customers and perform ad hoc security services, as required

- Ability to clearly communicate program status, issues, risks, opportunities and plans
- Ability to communicate with program personnel/management
- Ability to receive constructive feedback, recognizing blind spots and working collaboratively to maintain a positive, collaborative and effective team environment.
Qualifications and Education Requirements
- Education: Bachelor’s degree in related discipline
- Bachelor's degree in related discipline, or equivalent combination of education and work experience is required
- Experience in implementing, managing and administering DoDM 5205.07 V 1-4
- Experience in implementing, managing and administering Intelligence Community Directives for SCI programs is desired
- DoD Secret Clearance eligibility with Investigation current within last 6 years
- Ability to obtain and maintain a DoD Top Secret Clearance and all Special Program accesses
- Must be well organized, willing to work in a team environment, be able to prioritize tasking, and perform in a multi-tasked and dynamic environment
- Strong customer service, interpersonal, written and verbal communications are a must
- Willing to work extended hours, in a fast paced, deadline driven environment in a variety of program areas
- Willing to travel on company business (approximately 10%)
- Completion of SAP Orientation, SAP Mid-level Course (CDSE) preferred
- Competency level with Microsoft Office Suite programs
- Current Top Secret/SCI eligibility with current Investigation Date
Preferred Skills
- Ability to perform COMSEC duties, including inventory support
- Demonstrated knowledge of JSIG, DoDM 5205.07 V 1-4, and ICDs 704-705
- Working knowledge of Scattered Castles, JADE, and DISS
- Professional Certifications (ISP, FSO, etc.)
- Able to reason, plan, direct and evaluate situations to make appropriate recommendations and take actions beneficial to the program and the company.
- Must display tact and self-discipline necessary to interface effectively with customers, vendors, all levels of management, employees and the general public.
- Working within a Compartmented Program environment
Security Responsibilities
Must comply with all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.
- Incumbent must be eligible to obtain and maintain a DoD Personnel Security Clearance.
Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. This is not a remote position.
