Summary
The selected candidate will serve as the Facility Security Officer (FSO) for CAE USA, Inc., a FOCI-mitigated company located in Tampa, FL. As the FSO, this individual will ensure daily tasks are accomplished IAW U.S. Government and Company requirements. The candidate will work closely with the Customers, Security leadership, assigned Program Management and staff. The candidate will be responsible for ensuring all aspects of the National Industrial Security Program are accomplished in an acceptable manner.
Essential Duties and Responsibilities

- Demonstrated knowledge of the 32 CFR Part 117/NISPOM
- Accomplish required internal security self-inspections and Defense Counterintelligence and Security Agency (DCSA)/Customer Security Assessments
- Demonstrated knowledge in the preparation and maintenance of prime and subcontract DD254s
- Ensure satisfactory or higher ratings for annual performance audits conducted by the DCSA/Customers.
- Responsible for managing assigned site Security budget.
- Oversight responsibility for all classified areas/operations/information systems and classified and controlled unclassified information/material, ensuring compliance with applicable government and company policies and procedures, includes maintaining classified material accountability records to include inventory lists, receipt and transmittal records and final disposition documentation
- Responsible for developing and maintaining classified area requirements and associated documentation (e.g., DD Form 147/Fixed Facility Checklist)
- Familiarity with FOCI restrictions, mitigation agreements and operations under DCSA directed agreements (e.g. SSA, AOP, ECP, TCP., etc.)
- Manage all Security administrative actions (e.g., personnel clearance processing, visitor control, security-related investigations)
- Assist in the development of various education & training materials, administer security indoctrinations and debriefings, and accomplish/maintain appropriate records
- Conduct internal Security investigations, coordinate and submit reports to external agencies, as required.
- Investigate Security incidents, document appropriately and recommend corrective actions as well as potential disciplinary actions and ensure program/Security management is included in reportable actions.
- Maintain positive relationships as Liaison to DCSA, FBI and other government agencies for security and counterintelligence matters and federal, state and local law enforcement for criminal incidents.
- Responsible for supervision of site security staff and contract security personnel.
- Provide viable solutions to the program’s Security challenges
- Responsible to keep company leadership informed at all times of any suspected compromise to security systems.
- Contributes to the preparation of presentations, proposals and quotes as needed for security related matters.
Qualifications and Education Requirements
- Bachelor’s degree or equivalent combination of education and work experience
- Minimum of 8 years security-relevant work experience
- Capable of producing policy and procedure documents
- Working knowledge of NISS, DISS, e-QIP and SWFT
- Must be well organized, self-motivated, willing to work in a team environment, be able to prioritize tasking and perform in a multi-tasked and dynamic environment
- Strong communication skills (oral and written), customer service and interpersonal skills
- Experience in performing COMSEC duties including inventory and disposition
- Competency level with Microsoft Office Suite programs
Certificates, Licenses, Registrations
- DCSA FSO Certification preferred. If candidate does not possess a current certification, he/she must successfully complete the DCSA CDSE FSO Curriculum for Possessing Facilities within 6 months of hire.
Security Responsibilities
Must comply with all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.
- Incumbent must be eligible for DoD Personal Security Clearance.
Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.
Work Environment
- Work is performed in an environment where irritants such as noise from telephones, temperature and lighting variations may exist, but there is little chance of injury, accident, or occupational health problems.

- Works at job activities that require sitting, standing or walking for short periods throughout the day and focused visual concentration or focused listening.
- Candidate must be able to work overtime and respond to after-hours alarms
- Minimal CONUS/OCONUS travel may be required
