JHNA Technology Security is looking for an experienced security professional to serve as Facility Security Officer (FSO) in our California, MD, office. The FSO is responsible for establishment, oversight, management, and direction of facility security, personnel security, processing cleared contractor employees and corporate security program management and compliance with National Industrial Security Program Operating Manual (NISPOM) procedures. The selected candidate will be responsible for providing oversight of programs and staff across the enterprise at various corporate locations, to include Lexington Park, MD; Newport News, VA; and Huntsville, AL.
Responsibilities include but are not limited to:
- Provide day-to-day security support and multi-discipline analysis for DoD and SAP activities
- Assist in developing, coordinating, and maintaining the SAP Security Standard Operating Procedures (SOP) that are reflective of the current operating environment and encompass Program Access Request (PAR) in the Joint Access Database Environment (JADE)
- Responsible for National Industrial Security Program (NISP) implementation and Facility Clearance (FCL) maintenance to include Insider Threat Plan implementation
- Coordinate with ISSM to create and maintain System Security Plans (SSP), Approval to Operate (ATO) for MUSA system
- Create, review, update and maintain contract documents, program security classification guides, SOPs, and Contract Security Classification Specifications (DD254s) to ensure security requirements and classification guidance are specified and properly implemented
- Conduct periodic self-inspections as directed by the National Industrial Security Program Operating Manual (NISPOM)
- Fulfill security requirements of contractual obligations such as onboarding/offboarding personnel, submitting personnel for federal investigations, as well as fingerprints
- Assist with management of Communications Security (COMSEC) equipment and documentation
- Provide, track, and maintain comprehensive security education program to conform with FCL and contractual obligations
- Maintain Defense Information System for Security (DISS) account and National Industrial Security System (NISS) account to verify access levels of personnel and other facilities
- Submit CAC applications and/or Visit Authorization Requests (VAR/VAL, verification of access, etc.) to customers, assist personnel with processing updates, name changes, review/sign System Authorization Access Request (SAARs)
- Interface between Government agencies and industrial partners for obtaining, processing, verifying and disseminating personnel security information and access to customer programs, for review and approval by the United States Government
Required Skills:
- Demonstrated experience controlling and managing physical and personnel security requirements on Department of Defense (DoD) classified programs
- Demonstrated experience managing a SAPF, SCIF and/or classified facilities
- Experience interfacing with DCSA and other government representatives
- Experience developing and implementing OPSEC plans
- Working knowledge of the National Industrial Security Program (NISPOM) and Department of Defense regulations
- Knowledge of using/applying US Government online programs such as the Defense Information System for Security (DISS), Electronic Questionnaires for Investigations Processing (e-QIP), National Industrial Security System (NISS), and Secure Web Fingerprint Transmission (SWFT)
- Knowledge of DCSA Assessment and Authorization Process Manual (DAAPM)
- Knowledge of Closed Area Standards and Intelligence Community Directive 705
- Knowledge of the NIST SP 800-53, NIST SP 800-57 and the NIST SP 800-171
- Knowledge of DoD Manuals 5200.01 volumes 1-4, 5205.07, ICD 705
- Understanding of Title 32 CFR Part 117, SEAD3 reporting requirements
Education/Certification Requirements:
- Bachelor's degree with 3-5 years of related experience OR 7+ years of related experience in lieu of a degree. Experience can consist of any time spent as an FSO, AFSO, CPSO, Security Manager, or military security manager
- Must have completed CDSE FSO Program Management for Possessing Facilities
- IAM Level 1 certification (sec+ CE) desired
